Urban Planning and Its Impact on Khartoum CBD Urban Environment

Old Khartoum (currently Khartoum city center) has witnessed abundance plans that were directed towards creating healthy urban environment which addressed all the humanitarian and natural conditions. But most of the previous plans failed to reach their targets. This study is a trial to overcome the constraints causing the existing environmental degradation indicators, and to formulate recommendations for proper planning. The study data is based on direct observations and investigations, reviewing through previous studies, analyzing of statistical data collected from official and academic sources as well as interviewing some of involved authorized bodies. This study is conducted following many methods in analyzing the problem indicators and consequences including historical, descriptive and the analytical method besides adoption of the statistical methodology in some parts. The study has reached a conclusion that physical environment of Khartoum CBD(Commercial Building Disclosure) is obviously facing a detrimental alarming condition. The failed unimplemented previous plans, accompanied by unexpected factors, have the big share in deterioration of Khartoum center environment. Such factors include: – The sudden and drastic increase in Great Khartoum population number during last decade’s as a result of wars, desertification and famine. – The low degree of public awareness in the environmental degradation impacts. – The governmental ignorance of the importance of environment issue. This appears clearly in: inefficient previous plans implementation, ignorance of implementing environmental legislations and the adoption of short sighted plans which neglect the long run impacts. The main findings of the study: – Previous plans had given great attention to the CBD(Commercial Building Disclosure) weather conditions. – The increase in urbanization rate is considered to be one of the most fundamental reasons of environmental degradation. – The deficiency in Khartoum plans has resulted recently in the center overload dilemma which in turn results in crises of traffic jams, parking shortage, pedestrian un satisfaction, air pollution, infrastructures overload and waste problem. The study has formulated recommendations for mitigations. They include mainly: – regarding environmental planning through focusing on satellite cities that absorb pressure up on the main center, enforcing of green cities concept and upgrading of Nile view. – elaborating of legislations in traffic field to reduce hazardous emissions so as to create healthy urban environment that suits centers and their unique functions.
